资本运作是一门高深的艺术

──物资“银行”的运作理论

    资本运作是一门综合的科学和艺术, 各个门类无其不包, 绝不能用实用主义和患得患失的态度来使用这门技术。纯正的技术必须以扎实的功底，广阔的空间，肥沃的土壤作为支持。
    使用这门技术的人必须学会从点滴的办事中见大小、见未来的本领。根本理会自尊、素质、质量、效率的关系，任何时候都不本末倒置、妄自菲薄，必须好胜进取、从善如流，必须学会从没有资本的操作中（在结构中）操作出用不完的资本，学会在任何时候任何地方对这一定律的纯正使用。运用资本的质量是零资本运作或一个资本可操作并推动十倍或百倍资本的能力。在中国经济的沃土中,此机会太多、太大，天地广阔，不然就不会有“中策”现象。
    “中策”就在我们中间，你、我、他都可能操作、发现甚至超过。只要善于学习，不把纯正的技术当作“临时佛脚”的使用，就一定能够做出超过中策的事。即是如此，也没有什么可妄乎所以的，这只是中国沃土中你所发现的极小一部份规律,其实遍地都是美金, 只是你用心学习了没有, 用心研究了没有。先辈早已说过：处处留心皆学问──“美元学问”罢了！
要紧的不是没有资本，而是如何使用和管理好资本，并艺术地管理好，在人祸的年代，人浮于事，效率、品位低下，没有自尊，只讲“钱”，只讲回报，哪怕是“泡沫”的回报的现在。
    “三角债”全是因为有了资本，而没有根本研究资本的规律，即市场、价格、成本、质量等要素所犯的错误。我们不也如是？所以我们的任务是：对在资本上犯错误的人、事、项目，帮他们解套，用订单、信息、资本取胜。
    “三角债”是中国经济中的一匹黑马，要善于在没有上市的期货中去操作期货，学会使用没有工具的工具。这就是我们的职责：在没有接口的地方去寻找、制造和安装接口；发现、实现、创造标准化接口的现代运作。
    美元经济，产业政策（能源、原材料），资本运作。这就是我们这笔期货的运作基础。从这儿开始，做具有中国现代经济和产业经济根本意义的现代期货。

Capital Operation is a Profound Art

    Capital Operation is a complicated science and art. It contains al classes, Pragmatism and the attitude of worrying about personal gains and losses mustn't be used in this art at all. It's a pure technique which must be backed with strong skills, wide space and fertile soil.

    Anyone who use this technique must learn the ability of telling the major from minor and predicting the future from everyday chores. He should understand the relationships among self-esteem, personality, quality and efficiency completely. He mustn't take the branch for the root, mustn't underestimate his own capacity at any time. He must always seek to do others down and keep forging ahead and accept good advice readily. He should learn how to find endless capital from no-capital operation and how to use this law accurately in any place at any time. He should learn how to apply the law of capital as capital operation is the operation without capital or, one capital can operate and promote ten times even a hundred times of capital. In the fertile soil of Chinese economy, there are too many such chances and the space is wide and vast, otherwise, there will not occur such phenomenon as "China Tactic Investment Corporation, Ltd."

    "China Tactic Investment Corporation, Ltd." Phenomenon lies among us. You, he and I can all manage it , discover it and even surpass it. Only when you are good at studying, do not take pure technique for temporary use, you are certain to do something better than what "China Tactic Investment Corporation, Ltd." has done. Even so, there is nothing you can be proud of , because it is only a very small part of laws you have found in the fertile soil of China. In fact, there is "U.S. dollar" all over the world. The matter is whether you have learned or researched by heart or not. Our elder generations have already told us that "there is learning in every place you have paid attention to." --the learning of "find U.S. dollars". The most important thing is not that you lack money but how to use and manage your capital artistically. In those years of "man system", people took no responsibility toward their work. They had lower efficiency and taste. They have no self-esteem but only put their eyes on the money, on the repayment, no matter it would be only foam and froth.

    "Triangle debt" is completely because of the mistakes that have had the capital, but haven't made researches on the law of capital operation, that is, the factors of market, price, cost and quality. We have just made such a mistake. "Triangle debt" is the black horse lies in Chinese economy. Our task is to free the people, the things ot items which have made mistakes in capital operation from their harness and to help them be successful with order, information and capital.

    We should be skillful in controlling the forward business when it hasn't appeared in the market and learn how to use the non-existing tools. Our responsibility is to look for, create and set up interface in the place where there is no interface and, to find , realize and create the modern operation of standardized interface.

    The U.S. dollar's economy, property policy (energy and raw materials) and capital operation is the basis of our forward business. From here, we will deal in the modern forward business which has the significance in modern Chinese economy and industry.
